Administration of justice under the rule of Allauddin Khilji: An analytical study

Abstract: This research paper provides an analytical study of the administration of justice during the reign of Allauddin Khilji, a period marked by strong central authority, administrative discipline, and transformative reforms in the Delhi Sultanate. It examines the socio-political circumstances that shaped Allauddin’s approach to governance and highlights how his ruling philosophy, rooted in state necessity rather than strictly religious law, influenced the judicial structure. The paper discusses the major features of his rule, including his emphasis on curbing noble autonomy, controlling corruption, stabilizing the economy, and strengthening intelligence networks, all of which had a direct impact on judicial functioning. Key policies such as market regulations, revenue reforms, and administrative controls are analyzed for their legal and regulatory implications. The study outlines the hierarchical structure of the judicial system from the Sultan’s court to local qazis and officials—and explains the jurisdiction exercised in civil, criminal, revenue, and market-related matters. Special attention is given to the enforcement of punishments, where Allauddin’s strict penal measures served as deterrents in a politically unstable period. Though harsh by modern standards, these measures contributed significantly to maintaining law, order, and economic stability. In its final section, the paper draws insights from Allauddin’s system to offer suggestions for the modern judiciary, emphasizing accountability, strong enforcement, reduced elite interference, and effective anti-corruption mechanisms. Overall, the study concludes that Allauddin Khilji’s judicial administration was a pragmatic, disciplined, and highly centralized model that ensured efficient governance and left a lasting impact on the evolution of justice in medieval India.
